Germany's cannabis market in 2026 is not a single, freely accessible adult-use market. Germany's cannabis market in 2026: the short answer
Germany partially legalized cannabis in 2024 but did not open a conventional adult-use market with licensed retail stores. Adults may possess and grow cannabis within statutory limits. Since July 2024, authorized cultivation associations have been able to grow collectively and provide limited quantities to members.
A commercial market for cannabis seeds, cultivation equipment and specialist information exists alongside these channels. Seeds are not ready-to-use cannabis. The largest clearly measurable legal commercial segment in 2026 is medical cannabis prescribed by doctors and dispensed through pharmacies.
Direct answer
Germany's market is divided. Adult-use supply is based mainly on private home growing and non-commercial associations. Legal commercial sales of cannabis flower take place primarily within the medical pharmacy market. Seeds and cultivation equipment form a separate legal retail segment.
Why five market segments need to be separated
Revenue forecasts for medical cannabis often dominate public descriptions of Germany's market. Those figures do not describe the entire German landscape. They do not fully capture private cultivation, seed sales, cultivation associations or informal supply.

This distinction prevents a common error: growth in medical cannabis does not mean Germany has a commercial adult-use market. Legal seed sales are likewise not equivalent to retail sales of consumable cannabis flower.
What changed after 1 April 2024
The reform mainly shifted the boundaries of legal access. Certain acts that had previously been prohibited became permitted for adults within defined limits. Commercial adult-use sales remained outside the model.

Home growing does not create adult-use retail, but it does create a seed market
Private cultivation has an indirect economic effect. The harvest itself is not sold, but cultivation requires seeds, propagation supplies, lighting, substrates, ventilation and information. The reform therefore created no commercial market for private harvests, but it made the legal ecosystem around preparation and selection more visible.
Cannabis seeds require particular care in legal classification. According to Germany's Federal Ministry of Health, seeds for permitted private cultivation may be imported from EU Member States, purchased online and shipped to Germany. Any later cultivation remains subject to age, residence, purpose, plant limits and safeguarding requirements.

Cannabis seeds at Netto: a small range with a large signaling effect
In March 2026, Netto Marken-Discount temporarily sold cannabis seeds from gutmut saatgut in 255 stores across Berlin and north-eastern Germany. Three strains were offered in three-seed packs for about €15. The promotion was too small to define the overall market, but its signaling effect was significant.
For the first time, cannabis seeds were displayed on a larger scale as seasonal garden seed within mainstream grocery retail. This does not show that discounters can replace specialist seed shops. It shows that cannabis seeds have moved beyond a narrowly defined subculture and are becoming visible to new customer groups.

A familiar retail setting lowers the threshold for a first encounter with cannabis seeds.

Three promotional strains cannot represent seed bank diversity, seed types or detailed selection criteria.

Cultivation associations are legal, but they are not conventional businesses
Once authorized, cultivation associations may grow cannabis collectively and provide it to members within statutory limits. They may have no more than 500 members and must operate on a non-commercial basis. Retail sales, advertising and profit orientation do not fit the German association model.
In practical supply, associations have so far played a smaller role than initially expected. The first EKOCAN interim report estimated that they covered less than 0.1% of total demand in 2024. Research published in 2026 reported that about 3.5% of surveyed consumers obtained cannabis from a cultivation association in 2025.
This is progress from the launch phase, but it is not nationwide coverage. Approval procedures, site rules, documentation, membership and the practical organization of collective growing all slow development. Implementation also differs considerably between Germany's federal states.

Medical cannabis is the largest clearly measurable commercial segment
Since April 2024, medical cannabis has been governed by the Medicinal Cannabis Act and is no longer treated as a narcotic under Germany's Narcotics Act. Prescribing became administratively easier, while telemedicine services, private prescription platforms and specialist pharmacies expanded.
Import data illustrate the scale of change. Germany imported around 72 tonnes of cannabis flower for medical and medical-scientific purposes in 2024. The figure rose to around 201 tonnes in 2025, followed by approximately 50.5 tonnes in the first quarter of 2026. These are import quantities, not automatic measures of retail sales, patient numbers or total German cannabis use.

EKOCAN therefore identifies medical cannabis as the largest legal commercial access route. At the same time, policymakers are debating tighter rules for remote prescriptions and the shipping of medical cannabis flower. As of August 2026, this amendment process has not been completed. Proposed rules must not be presented as law already in force.
What the second evaluation in 2026 actually shows
The second EKOCAN interim report, published in April 2026, does not support a simple verdict of either success or failure. The available evidence points to several developments that need to be assessed separately.

For market analysis, the shift in supply routes is particularly relevant. The reform did not create general adult-use retail. It did strengthen home growing, seed purchases and medical supply as legal or permitted channels. Long-term effects cannot be determined conclusively after only two years.
Has partial legalization displaced the illegal market?
There is no final answer in 2026. EKOCAN reports indicate that legal and legally permitted sources are becoming more important, including home growing, cultivation associations and medical supply. Direct measurement of illegal sales volumes remains methodologically difficult.
A decline in recorded cannabis offences does not by itself prove an equivalent decline in the illegal market. Some of that reduction follows directly from possession and cultivation acts no longer being criminal offences. Surveys of supply sources also capture quantities, informal sharing and organized trade only imperfectly.

What the market shift means for specialist seed shops
In 2026, specialist seed shops face not only greater demand but a different role. Small standard ranges can now appear in mainstream retail. A specialist therefore needs to offer more than availability; it needs to provide orientation and comparability.

Greater visibility is likely to increase competition. Provenance, data quality and selection architecture will become more important.
A nationwide commercial adult-use market has not been adopted in 2026. Forecasts that already include revenue from general cannabis retail stores therefore do not describe Germany's current legal model.
